At the intersection of law, public policy, and sustainability, I have dedicated more than 25 years to understanding and resolving the complex challenges faced by governments, international organizations, and companies in environmental matters.

As a former Justice and the first Chief Justice of Chile's Third Environmental Court, I have witnessed environmental justice from its implementation. My experience goes beyond interpreting the law—I have created the foundations for its effective application.

My work with international organizations such as UNECLAC, in collaboration with UNEP, FAO, IUCN, and the World Bank, has allowed me to develop a global perspective on environmental regulation that transcends borders. I understand that every environmental challenge is also an opportunity to innovate and create sustainable value.

An approach that combines theory and practice

My academic training, crowned with a Doctorate (PhD) from the ESRC Centre for Competition Policy at the University of East Anglia (United Kingdom), has provided me with rigorous analytical tools that I apply to every project. As an Associate Professor at the Universidad San Sebastián and former director of the Transnational Water Law Program at the University of Dundee (United Kingdom), I have cultivated the ability to translate complex concepts into practical strategies.

My publications in specialized journals and participation in international forums reflect my commitment to excellence and innovation in areas such as water law, environmental regulation, and sustainable development.
